You can use the Microsoft Volume Licensing Service Center (VLSC) to download licensed products, access product keys, and manage your Volume Licensing agreements and Microsoft Software Assurance benefits.
Recent improvements to the VLSC make it easier for you to track your license acquisition activity, agreement benefits, and subscriptions in one online location. As a result of this upgrade, you may need to familiarize yourself with new links on the home page or confirm permissions to access your licensing information.

Improvements to VLSC make it easier to access and manage your software and services licenses, Software Assurance benefits and product downloads.
There are two key changes to ensure you can register and access your information online:

Administration rights: Microsoft is increasing security to mitigate privacy and anti-piracy concerns. As an administrator for your organization, you must assign permissions or administrator rights within your organization or to your resellers. Your partner may have historically accessed your information on your behalf on the Web sites. Your partner can continue to provide you with this service after you grant permission rights. While it may be inconvenient, you are legally responsible for the terms and conditions of the agreement and taking this extra step protects your organization’s assets and confirms that you would like a partner to represent you with Microsoft.

Valid business e-mail address and Windows Live ID to register: A Windows Live ID and a valid business e-mail are required for registration and access to licensing information. The business e-mail must be the same as what is listed on your agreement. This will ultimately make the process easier to track and manage multiple agreement numbers. When you register, the new site experience requires you to validate your business e-mail using an invitation e-mail from Microsoft. The business e-mail is what was provided when you signed a new Volume Licensing agreement or Open order.

Steps to Get Started

To set administration rights, open the VLSC Home Page.

Go to Settings > Request Permissions

Select the appropriate Program

Enter the Licensing ID

Select the appropriate permissions

Add additional comments (optional)

Click Submit
A request will be sent to the administrator of the Agreement who will approve or reject the request as appropriate. Note that you must have access to at least one licensing agreement before granting of permissions is possible.
If you are receiving any error messages when you try to log on to the site, this means that there is currently no administrator for the license, or Microsoft does not have a business e-mail aligned with the purchased license. You can contact your regional service center to provide you with access.
Please be ready to provide information such as License and Authorization numbers, end customer company name and address to the customer service representative. If you don’t have this information, we can supply it to you before you call. Locate the Microsoft Regional Service Center near you.
Your partnership with Microsoft is highly valued and we appreciate your patience and flexibility as Microsoft recently updated the Microsoft Volume Licensing Service Center (VLSC). You may receive inquiries from your customers about the recent system upgrade. The following list describes some of the changes customers may experience:

Secure permissions: As a part of the enhanced security features for VLSC, Microsoft now assigns the Primary or Notices Contact listed on each Open License order as the default administrator for their Open License. This additional step protects customer assets as the customer is legally responsible for the terms and conditions of their agreement. If the customer wants their partner to administer their agreement on their behalf, they first have to manually add the partner as an administrator within the VLSC.

Business e-mail: Microsoft implemented increased security permissions that require a valid e-mail address be tied to a Volume Licensing agreement. Upon initial login users may be asked to provide a valid business e-mail that can be authenticated prior to accessing agreement information or given administrator privileges. The business e-mail must be the same as what was provided when the agreement was signed but can be different from their Windows Live ID. Microsoft is working with each customer or partner to restore permissions if they are not able to be resolved online.

Site registration: A Windows Live ID and a valid business e-mail are required for registration. Upon registration, the Windows Live ID is associated with the business e-mail. Once registered with the site, users will log on with the associated Windows Live ID to access licensing information. This step will ultimately make the process easier to track and manage multiple agreement numbers.

Administrator privileges: Users may need to request administrator privileges from the Administrator (primary customer contact listed on the Open License order) before they can view agreements. Please guide those users requiring administrator privileges to log in to VLSC, click on settings, click on request permissions, select the program, enter the licensing ID, and submit a permission request to the Administrator of record.

Add or view a new agreement on behalf of your customer: Historically, you may have managed your customers’ agreements through eOpen or Microsoft Volume License Services (MVLS). Microsoft is increasing security to mitigate privacy and anti-piracy concerns. You can still work on behalf of your customers after they grant you permission rights. While it takes an extra step in the process, the customer is legally responsible for the terms and conditions of the agreement and this protects their organization’s assets and confirms that the customer would like you to represent them. On new agreements, both the customer e-mail address and partner e-mail address can be included on the order when it is submitted, which will grant permissions.

An important new change is that users are required to have a Windows Live ID and a valid business e-mail address. The valid business e-mail address may be different from your Live ID and must match the e-mail address provided on your Volume License agreement or Open License order. By providing a valid business e-mail address, Microsoft will be able to provide users with instant access to historic and future Volume License agreements and Open License orders.
During the registration process, the customer’s Windows Live ID and business e-mail are linked together. The "My Permissions” page on VLSC will display a user’s valid business e-mail address.
If you are the administrator and receive and error, please verify that the business e-mail address entered on your signed Volume Licensing Agreement matches the e-mail address being used to register on the site. If the e-mail address is accurate and you still do not have permission, then contact the Microsoft Regional Service Center near you.
Customers must logon to VLSC with a Windows Live ID and associate your Windows Live ID with a valid business e-mail address.

Because your Windows Live ID must be associated with a valid business e-mail address, click Sign In Now to begin.

Enter your Windows Live ID e-mail address and password, then click Sign In.

VLSC will validate if you are a registered user.

If you are not a registered user, you will be invited to register using a valid business e-mail address.

You will receive an e-mail that will ask you to validate your information.

Your valid business e-mail address may be different than your Windows Live ID and must match the e-mail address provided on your Volume Licensing agreement or Open License order.

Confirm your e-mail address, create a password and password reset option and type the characters from the picture into the field to validate.
It may take up to 48 hours for access to be granted. If you have registered and received a message that no permissions are associated with your account, please do not re-register. Keep the validation e-mail and click the link in the validation e-mail again after a 48 hour period. We apologize for any inconvenience this causes you.
If you are logged in to VLSC and still do not see the agreements or Licensing IDs which you are entitled to, please follow these steps to request access:

Currently there are several agreements that do not have an administrator assigned and the only way to be added as an administrator is to contact the Microsoft support call center.
For privacy reasons, we cannot post the names of Administrators associated with your company or organization. We can, however, route your request to Administrators affiliated with Licensing IDs of your company. This way, we do not need to post names of specific individuals.
If you know who the VLSC Administrator is for your organization or company, we recommend that you contact that individual directly using company e-mail to make your request. If, however, you do not know the identity of your Administrator, you will need to rely on the VLSC Request Permissions form to make your request.
To protect customer licensing data, customers need to be the administrator on the agreement. Administrators can be added by a Microsoft support representative or by requesting rights from your organization contact.
For customers with any other Volume Licensing agreement, guidelines and policies are region-specific. Contact the Microsoft Regional Service Center near you for details.
The list of agreements is not available to users who do not have an administrative role assigned as part of the MBSA or MST Agreement, due to security protection. If you are an administrator, you can opt-in to automatically receive the administrator role on all Master Agreements or Enrollments by selecting administrative inheritance.
How to select administrative inheritance:
When an administrator signs-in to VLSC, the Administrator Inheritance Option page is displayed.

If opt-in is selected, the user will automatically become an Administrator on all child agreements associated with the parent agreement, which allows all agreements to be viewed.

If opt-out is selected, then the child agreements will not be displayed. This is a different view then what was previously shown in MVLS.
How to view the administrative inheritance after registration:
The Administrator Inheritance Option page is presented only once, immediately after initial registration.
To review or edit this option at a later time:

Click Save before navigating away from this page to save any updates
For Administrator Rights, please follow these steps:
